Anti-recession measures put into practice by the Government will surely lead to certain improvements in this field, especially through lower interest rates for mortgage loans, ensuring solvency of public enterprises, shortening of payment deadlines (60 days), and strengthening of HBOR (Croatian Bank for Reconstruction and development).

The financial crisis pours over into the real sector, especially construction. This attitude of the banks put many significant projects on hold, even those which have all necessary licenses. At the same time, the procedure of issuing building permits has been facilitated.
