Tourism as a socioeconomic activity represents a set of relations and phenomena arising from travel and stay of visitors at a given location without establishing permanent residence while exerting significant influence on overall social and economic trends of a specific area.

The basic premise for the development of tourism in the entire Croatia and thereby Osijek-Baranja County is represented by the high-value space, which is a strategic resource for tourism and a core national treasure.

Tourism in our County, as a branch of the economy, and being a consequence of the growth of continental tourism in Croatia, is on the rise. Tourism is a significant export product and provides increased possibilities of employment for a population of varying occupation profiles and age groups, and Osijek-Baranja County has the potential and can offer inland tourism programmes to the market, taking into account the benefits of the environmentally sustainable agriculture and preserved environment. Of the entire territory of the Republic of Croatia, rural areas occupy 92%, inhabited by approx. 40% of the country’s population.

The County is in the Euro-region of Danube-Drava-Sava and borders with Hungary and Serbia, with Bosnia and Herzegovina not too far away. By its geographical position, Osijek-Baranja County is connected through Euro-regional cooperation with other regions touched by the river Danube.

In the near future, the Pan-European corridor Vc will pass throough the County, due to which a sginificant increase of transit visitors is expected from Poland, Czech Republic, Slovakia, Hungary, Germany and Ukraine.

In terms of its geographical features, Osijek-Baranja County falls into the continental tourism group. In the past, continental tourism was not given enough attention in Croatia. Recently, the attitude toward continental tourism has been changing under the influence of events in the world tourism market. Namely, global tourist trends are increasingly indicated a change in the behaviour of tourists who want to experience as much as possible during their holidays. Therefore, in the last decade, more and more signs emerge displaying interest in the so-called “eco-tourism”, “rural tourism”, “countryside tourism”, “educational tourism”, “adventure tourism” etc. The matters of environment, sustainable development and overall diversity of offer have become exceptionally attractive factors in tourism. The growth of tourism is of exceptional importance for Osijek-Baranja County, where it is expected to be a driving force for the regional economic development. Presently, Osijek-Baranja County records about 188,000 overnights and according to this information it is among the top-ranking of the continental counties, both by relevant indicators and by growth rates.

The growth of hospitality industry in the County’s territory has so far resulted in the valorisation of natural resources, cultural and historical contents, geo-traffic position and the present level of hospitality industry capacities.

In a space thus defined, the County’s tourism potentials are comprised of areas under special protective regimes, areas along the watercourses of the Drava, Danube and their tributaries, numerous natural and artificial water accumulations, fish ponds, forests rich and diverse with flora and fauna, agricultural and wine-growing areas and thermal springs, providing opportunities for the development of various forms of selective tourism: day-trips , medical and recreational, educational, environmental, hunting, fishing/angling tourism etc.

The growth of the hospitality industry in the County’s territory has so far resulted in the forming of and differentiating between individual tourism localities and areas, which in terms of spatial distribution can be classified as town areas, protected areas, areas alongside watercourses and accumulations and thermal spring areas.

The existing accommodation capacities are mostly related to the cities/towns of Osijek, Đakovo, Našice and Belišće. These centres have developed into tourism destinations primarily due to the needs of business and transit tourism. With their cultural and historical features and architectural heritage, these towns can also satisfy the cultural needs potential tourism clientele.

Among other accommodation capacities, medical and recreational tourism facilities of Bizovac stand out, and, lately, private accommodations in smaller settlements of the Baranja region.

The significant growth of all tourism indicators in the last several years was substantially slowed in 2009, however, the maintaining of the 2008 level can also be counted as success, largely contributed to by organising major events in Osijek, i.e. World Handball Championship, European Shooting Championship and Gymnastics World Cup

It should be pointed out that Osijek-Baranja County has been investing significant efforts in further advancing the tourism offer, which is reflected in constant financial support to Tourist Board’s projects, as well as to major tourism-related projects, such as the construction of ports for passenger ships in the settlements of Batina and Aljmaš, the wine road network in the Osijek-Baranja territory etc.

TOURISM INVESTMENT POSSIBILITIES

Osijek-Baranja County has exceptional prerequisites for tourism development due to its approachability by:

 -        motorway to Osijek,

-         Airport Osijek

-         Danube and Drava river waterways

We are already among the most developed continental counties in terms of tourism (second to Karlovac County which is in the vicinity of the Plitvice National Park).

In addition to the Kopački rit Nature Park, Đakovo Horse Stables, rich cultural and historical heritage, the County also offers four winemaking areas, almost evenly geographically positioned – those of Đakovo, Erdut, Feričanci and Baranja. There are already about 60 family agricultural estates active in the County offering more than 300 beds which makes us the leading county, not only in the continental part, but the entire Republic of Croatia.

With the Agrokor Group, i.e. Belje entering into the tourism sector in Osijek-Baranja County, i.e. in the Baranja region by opening the recently reconstructed Old Cellar (Stari podrum) and initiating the project of a high-category hotel in Kneževi Vinogradi, tourism in these parts has become even more significant.

Numerous enterprises from our region, tried and tested in other economic fields, have invested substantial assets exactly in the tourism sector since this is where they see the best prospects.

From all the above stated, it can be concluded that, with regard to Osijek-Baranja County, an extremely positive business environment dominates the tourism sector, and the following section lists some of the governing Ministry’s measures.
